Mr. Price,
I am the Branch Manager for the Engineering & Compliance Branch at the Division of Air Quality at DNREC. I have received your comments. We will take your suggestions regarding what to include in the public notices (comments 1, 2, and 3) under advisement.
With regards to comment 4, the comment period for the Draft/Proposed permit for Cherry Island Landfill was open for 30 days. DNREC met the requirements of our public notification process, which does not presently require including an email address. The comment period will not be extended. Please let me know if you have questions or would like to discuss the facility/permit with me.
Thank you,
Angela D. Marconi, P.E., BCEE

Tracy Matson (in care of Mr. Timothy Ratsep, Program Administrator for Site Investigation and Restoration Section)
Division of Air Quality
Department of Natural Resources and Environmental Control (DNREC)
State of Delaware

Dear Ms. Matson:
I attempted to send this to you via email by typing your name in the general format of email addresses for your agency, but if you don't receive it, I have sent it in care of Mr. Ratsep of your Department who I hope will forward this to you; in addition, I will send a copy to you via the postal service.
Environmental Review, Inc. reviewed the website notice for this projects; we have the following comments:
1) I attempted to email you to request additional information however your email address was not listed on the notice. For future notices posted on your website please include your email address.
2) I looked under the DNREC Division of Air Quality “Contact Us” button however there were only phone numbers listed. Please add email addresses to that page.
3) Please post document relevant to this project on your website and on the Public Notice include links so that they may be conveniently viewed by the public.
4) Since your email address was not posted on the public notice and the electronic links were not included on the public notice, I would like to request that the public comment period be extended an additional 15 days to allow time for me to receive and review project documents electronically. Alternatively please send the documents to me via email.
I want to let you know that within the last few months I made a similar request to the program of Mr. Tim Ratsep, Program Administrator, Site Investigation and Restoration Section, and Ms. Kathleen Saunders of the Groundwater Division and they both accommodated my request to place emails on public notices immediately; that helped us a lot because we can conduct reviews and provide comments more efficiently via email. Mr. Ratsep's and Ms. Saunder's programs have provided documents to us electronically and/or made them available for viewing on the DNREC's website. Please ask the Program Administrator to make this improvement for the Air Quality Division as well to make it more convenient for the public to review and comment on projects.
Sincerely yours,
Tom Price – Director, Environmental Review, Inc., P.O. Box 2756, Berkeley, CA 94702
