Dear Ms. Penner,

Environmental Review, Inc. has reviewed the document published by the Environmental Approvals Branch Government of Manitoba for South East Seeds Oakbank Inc. dated November 2017. We have the following comments:

 

  1. Page 1 –The groundwater is described as 84 feet in depth and the vadose zone is desc ribed as 72 feet of clay. Please provide soil boring logs to document that.   
  2. Page 1 – Is there a need for  a groundwater protection plan?  If applicable, how willeffluent water treatment will be conducted, (e.g. for general cleaning/washing of the facility)? 

 

  1. Page 2 – A general estimate of the secondary containment volumes was presented. Please provide an attachment showing the full calculations with drawings.
  2. Page 2 –There are some concerns that Herbicides, Fungicides and Insecticides might release foul smell while loading and unloading. How is the inhalation health hazard  being addressed?
  3. Page 3 – Is there any financial assurance mechanism if any accident occurs (fire/spillage)?
  4. Page 3 – The Material Safety Data Sheets (MSDS) are referenced, those should be included as an attachment and the hazardous characteristics of the compounds should be discussed along with mitigation and contingency plans where potential hazards are identified.
