Re: YMCA Delaware, 825 Kenton Road, Dover, Kent County and William Southard Jones Jr., Veternary facility, 1047 Red Lion Road, New Castle; On-Site Wastewater Treatment and Disposal System applications

 Dear Ms. Saunders:

I attempted to send this to you via email by typing your name in the general format of email addresses for your agency, but if you don't receive it, I have sent it in care of Ms. Jones and Mr. Ratsep who I hope will forward this to you; in addition, I will send a copy to you via the postal service.

Environmental Review, Inc. reviewed the website notice for these projects; I have the following comments:

1)      I attempted to email you to request additional information however your email address was not listed on the notice. For future notices posted on your website please include your email address.

2)       I looked under the DNREC Division of Water “Contact Us” button however there were only phone numbers listed. Please add email addresses to that page.

3)      Please include links to project documents on your public notices so that they may be conveniently viewed by the public.

4)      Since your email address was not posted on the public notice, I would like to request that  the public comment period be extended an additional 15 days  to allow time for me  to receive and review project documents via email and/or review them electronically.

I want to let you know that  a few months ago I made a similar request to the program of Mr. Tim Ratsep, Program Administrator, Site Investigation and Restoration Program and he accommodated my request immediately; that helped us a lot because we can conduct reviews and provide comments more efficiently. via email. My request to Mr. Ratsep’s  program also requested that all programs under DNREC should have email addresses on their public notices but when I reviewed your project under the Division of Water program, I saw that they were not. Please make this improvement to make it more convenient for the public to review and comment on projects.

I have cc'd Ms. Kara Coats, Deputy Secretary (although I am unsure if I have her correct email address as well) so that she is made aware that all programs in this department should start including email addresses on public notices (as occurred under Mr. Ratsep's program), as well as make the email addresses conveniently available on the "Contact Us" pages for all programs. I would appreciate it if you could also forward this to her.

Sincerely yours, Tom Price – Director, Environmental Review, Inc., P.O. Box 2756. Berkeley, CA  94702 www.envreview.org
